City Council Special Meeting May 17, 2010 6:00 p.m. City Council Chambers
Members Present: Mayor Roger Logdahl, Linda Koppelmann, Amy Pifher, Mike Stevens and Bob Zimmer
Members Absent: None
Also Present: Brian Rauzi, Michael Andrews, Dan Heinecke, Carol Pifher and City Clerk/Treasurer Michael McKinney.
Logdahl called the meeting to order at 6:00 p.m.
Public Hearing and Action Upon Rezoning Request by Bigfork Lutheran Church for Parcel ID#’s 85-490-0070, 85-490-0191, 85-490-0081 and 85-490-0201 at 101 Cedar Street (Ordinance #162)
No parties came forward to comment on this proposed rezoning.
Motion by Pifher, second by Zimmer, to approve Ordinance #162 as submitted, rezoning the subject properties from Low-Density Residential (R-1) to General Business (GB), motion carried unanimously (MCU).
Public Hearing and Action Upon Rezoning Request by Bigfork Valley for Parcel ID# 85-028-1100 at 400 Division Avenue (Ordinance # 163)
Michael Andrews stated that the reason for rezoning only 10 acres of the subject property is that Bigfork Valley would like to be able to keep the remaining 30 acres open to some other type of development that might require a different zoning designation. He also noted that noise on the property would be minimal and the development would be a sufficient distance from wetlands on the property. He added that be buildings would likely be 22’ in height.
Carol Pifher commented on the proposed rezoning. She noted that drainage from this property flows into a pasture on her property and is concerned that development in the area would contribute to increased drainage onto her property. She also expressed concern that the development that would occur as a result of this rezoning would not attract jobs for which local residents would be qualified. She also asked if the plan to build on this site would address the need for middle-income housing. Michael Andrews noted that he was working on housing issues with the Itasca County HRA.
Brian Rauzi added that when he spoke to the City Engineer, the engineer indicated that he felt that the recommendation by the Planning & Zoning Commission to require an environmental impact statement with this rezoning might be excessive. Rauzi also added that the regulations in place at the local and state levels would prevent the project from moving forward until Bigfork Valley had complied with those regulations.
Motion by Pifher, second by Stevens, to approve Ordinance #163 as amended, rezoning the subject property from Agricultural (AG) to Industrial (I) pending review and approval by the City Engineer (SEH) of all permits and reports required by federal, state and local agencies related to development of the property and proof of compliance with all necessary local, state and federal rules and regulations, MCU.
