Special Personnel Committee Meeting May 11, 2009

Members Present: Mayor Roger Logdahl, Mike Stevens and Anne Collins Members Absent: Joey Jacobson Also Present: Howard McKinney, Tim Collins, Joe Zimmer, Thor Johnson, Alycia Hoff, Gene Rajala, Amy Pifher, Jon Babcock and John VanNyhuis

The Personnel Committee meeting was called to order at 6:00 p.m.

Motion by Stevens, seconded by Collins to approve the minutes of the February 4, 2009 and March 4, 2009 Personnel Committee meetings, motion carried unanimously (MCU).

Collins requested that the Casual Maintenance Position be added to the agenda.

Performance Review: The meeting was closed for a performance review of Water/Wastewater/Maintenance Assistant Joe Zimmer. Motion by Stevens to forward the performance review to the City Council for review and approval, seconded by Collins, (MCU).

Union Letter – Point Deduction: Logdahl explained that the union had raised an issue with the deduction of points from an employee driving record. The issue was raised too long after the incident to be considered a formal grievance, however City Attorney John Licke had responded to the union and provided a letter of recommendation to the City. Motion by Stevens to eliminate the driving records section of the personnel policy and deal with any issues that arise through the existing progressive discipline policy, seconded by Collins, MCU.

Review of PW Union Contract: Logdahl felt there were a number of inconsistencies within the existing union contract that needed to be dealt with. As Licke was not able to be present at the meeting, no action was taken.

Uniform Policy: Logdahl stated he would like the text “except that the Chief of Police may authorize the performance of specific duties while not in uniform” removed from the City ordinance dealing with the police department. He further stated that the items purchased with uniform allowance funds for the police department should be from those items shown on the Gall’s catalog printouts provided by Collins. Motion by Collins to make those recommendations stated to the City Council, motion carried with Stevens opposing.

Review of Commissioner Job Descriptions: Logdahl proposed changes to the descriptions based on the Council’s discussion at the April 24, 2009 special meeting. Motion by Stevens to forward the proposed changes to the Council for review, seconded by Collins, MCU.

Review of Employee Timecards: The Commission reviewed employee timecards and logbooks for February and March. Collins wanted information in the books to be put into spreadsheet form. Logdahl stated that the police department employees needed to start using the time clock and Babcock needed to start signing his timecards.

Casual Maintenance Position: Collins was concerned about the timeframe for filling the position of Casual Maintenance Laborer. The Council will be asked to address this at their meeting on May 12, 2009.

Preliminary Review of Alleged Employee Misconduct: The meeting was closed at 7:45 p.m. for preliminary consideration of alleged employee misconduct. Motion by Logdahl to forward the issue to Council for resolution, seconded by Stevens, motion carried with Collins abstaining.

The meeting was adjourned at 7:50 p.m. The Personnel Committee will meet again for their regular meeting scheduled for June 3, 2009 at 6:00 p.m.
